Khalil and Alsarghali: Palestine ICONnect 2019 Report (Published in 2020)

In 2018 the Palestinian Legislative Council was dissolved, but President Mahmoud Abbas did not call for new elections– as per the SCC ruling on the matter. In addition, he also replaced the sitting High Judicial Council with a temporary one. Arguably, these acts have concentrated the president’s powers, making it harder to ensure accountability in government.

تم حل المجلس التشريعي الفلسطيني في نهاية العام 2018 إلا أن الرئيس الفلسطيني محمود عباس لم يدعو إلى انتخابات جديدة – حسب قرار المحكمة الدستورية العليا الفلسطينية. بالإضافة إلى ذلك، قام – من خلال قرار بقانون – باستبدال مجلس القضاء الأعلى، بمجلس قضاء أعلى انتقالي. يمكن القول إن هذه الأعمال قد ركزت سلطات الرئيس، مما جعل من الصعوبة بمكان ضمان المساءلة في العمل الحكومي.
